Richmond Merchants Association Delegation Visits Mayor Liang Guangting of Kaiping City, Guangdong Province Exchange and Consultation on the Preliminary Concept of an “International Home for Overseas Chinese”
On June 1, 2026, a delegation from the Richmond Merchants Association visited Mr. Liang Guangting, Deputy Secretary of the Kaiping Municipal Committee and Mayor of Kaiping City, Guangdong Province.
Members of the delegation included Mr. William Tse, Director and Secretary-General of the Richmond Merchants Association, among others. The purpose of the visit was to exchange views on the preliminary concept of the “International Home for Overseas Chinese” initiative, and to conduct preliminary consultation and fact-finding in preparation for the Richmond Merchants Association delegation’s visit to Jiangmen City on June 23, 2026.
The concept of the “International Home for Overseas Chinese” initiative is based entirely on the principle of voluntariness. It aims to explore whether feasible future options may be studied for retirement residence and living support for Canadian seniors who have deep cultural, linguistic, or family ties with Jiangmen City, Guangdong Province, including some individuals who immigrated to Canada from Hong Kong in earlier years.
The delegation stated that any concept involving retirement living arrangements for seniors must be handled with great caution and must fully take into account continuity of care, patient protection, medical insurance, legal frameworks, and broader public policy considerations. At this stage, the concept remains preliminary and is intended for discussion and reference purposes only. It does not represent any concrete implementation plan.
The delegation emphasized that no further action would be considered before careful research is completed and appropriate consultations are conducted with the Government of British Columbia and relevant departments. The main purpose of this visit was to listen to local views, understand relevant policies and practical conditions, and assess whether the topic may be suitable for more in-depth policy research and discussion in the future.
During the meeting, both sides exchanged views on overseas Chinese affairs, senior services, cultural exchange, and potential areas of future cooperation. After the meeting, the delegation had lunch at the cafeteria of the Kaiping Municipal Government Building, further enhancing mutual understanding and friendship.
